Use the terraform-aws skill to draft a small Terraform provider foundation for AWS region `[region]` and environment `[environment]`. Pin the AWS provider to the documented major-version constraint, add default Environment and ManagedBy tags, and include an S3 backend using `[state bucket]` and `[state key]`. Return only the proposed configuration and brief placeholder notes; do not run Terraform.
